Web programs are software that are added to your website to give it interactivity. When you want to take a credit card, enter content yourself, have a discussion panel among co-workers, a private area with login....or have a poll, calendar or classified ad - all require web software programs. You COULD have someone custom program what you need done, however that is quite expensive and usually cost prohibitive to the average website owner.
